Job Title: Administrative / Finance Officer
Location: Bayelsa

About ICHSSA

  • The Integrated Child Health and Social Service Award ICHSSA 1 is a newly awarded five-year agreement by USAID, commenced on December 19, 2019. ICHSSA 1 is implemented by Center for Clinical Care and Research Nigeria.
  • The project will ensure that Orphans and Vulnerable Children (OVC) are cared for, and protected by their households, communities, and local and state government to reduce their vulnerability to HIV.
  • The project expected results is highlighted as follows:
    • Households have increased access to basic services and care for OVC
    • Communities ensure that OVC secure their rights
    • Local and State Government deliver basic services, detect and respond to child rights violations
    • Prioritized targeted services for specific OVC subpopulations delivered

Job Summary

  • The administration / Finance officer will ensure a smooth day-to-day office management including general office cleanliness, arrangement and organization will ensure keeping office records; act as initial point of contact by responding to enquiries and request or directing as appropriate to those who are in need of assistance.
  • S/He will ensure a safe and efficient operation of the vehicle fleet. Ensure updates and publishing of drivers’ monthly schedules and trip plans throughout the year.
  • S/he will assist when needed in the preparation of car/travel routes. Conduct basic trouble shooting of all internet and computer related problems.
  • An administration/ Finance officer also manages the store, receive anddocument all procured items and maintain distribution and utilization records.
  • The Admin/ finance Officer is responsible for managing the region or assigned accounts and Operation
  • Process payments to Staff, Vendors and other partners
  • Ensure transactions are properly recorded into Quick books accounting software.
  • Ensure advances are liquidated on timely manner and they are within allotted liquidation timeframe as per CCCRN policy.
  • Reconcile all bank account monthly against bank statement and submit to the Finance Manager.

Specific Job Responsibilities

  • The Admin/ Finance Officer will be responsible for the set up and regular running of the operational base.
  • H/She manages the operational teams (logistics, warehousing, office assistantsand drivers).
  • He liaises with the third-party facility managers to ensure adequate, security, cleaning and maintenance of the office infrastructures.
  • He coordinates administrative, HR, and program support activities at the operational base and ensure proper set up / rehabilitation / running of office premises.
  • Ensures that CCCRN Log procedures and respective donor regulations applicable to projects is adhered to.
  • Ensures the proper functioning of supply chain including office consumables procurement planning and forecast, receives purchased goods and services and ensures their transportation and adequate storage,
  • Coordinate maintenance of the fleet, evaluates vehicle log books and ensures the proper use of CCCRN equipment
  • Assesses and ensures the functioning of the internet access and communication facilities and log complaints to the IT support staff where necessary.
  • Responsible for management of training venues and coordination of participants’ logistics.
  • Review activity requests and prepare bank vouchers for payments.
  • Enter payments and retirements into financial accounting QuickBooks accounting software.
  • Assist technical staff to develop and manage monthly and quarterly State budgets.
  • Prepare monthly bank Reconciliation statements
  • Ensure that Petty Cash operations complies with the Petty Cash Policy Reviewing and processing vendor invoices at the state.
  • Ensure that all statutory deductions such as WHT Tax, are promptly remitted to the relevant statutory authorities on a monthly basis.
  • Track all staff aging report and review all approved retirements for completeness and accuracy.
  • Maintain the assets register.
  • Ensure appropriate and accurate filling of all the financial documents and vouchers generated within finance department.
  • Other Duties assigned.

Qualifications and Skills

  • HND / B.Sc in Accounting, Finance or Business Administration.

Job Title: Program Driver
Location: Bayelsa
Project: ICHSSA Lot 1
Reports to: Administration Officer
Department: Administration and Logistics
Supervisory: This position has no supervisory role
Internal: Program Staff
External: None
Required Travel: To field locations in Nigeria.

Job Summary

  • The drivers will operate the vehicles in a safe and effective manner in order to minimize the risk of injury, property damage or loss of life, in consonance with all relevant legislation, policies and procedures.
  • Duties include performing daily safety and maintenance checks, daily cleaning of vehicles as scheduled/or required, pick up and deliver staff as per a set schedule and ensure safe, secure storing of the vehicles.
  • S/He will advise his/her supervisor of any requirements for maintenance or repairs as well as ensure staff conform to safety procedures always and note any breach of these protocols by staff.

Job Specific Responsibilities

  • The incumbent will be responsible for ensuring that the minimum maintenance standard of the CCCRN/Nigeria’s fleet as stated in the vehicle manufacturer’s specification.
  • S/he will also follow up and ensure that routine preventative maintenance schedules for the vehicles are strictly adhered to in a manner that will assure reliable transportation of CCCRN staff, assets and other goods.
  • Make recommendations and implement measures that will safeguard the CCCRN Nigeria vehicles and vehicle equipment to enhance efficiency and reduce the possibility of theft or damage.
  • Ensure that daily checks are performed on assigned vehicle before it is driven in the morning.
  • Completes the Daily Vehicle Reports and submits to the Admin and Logistics Assistant each day
  • Check and ensure that all journeys and trips (no matter how short) are recorded using the Vehicle Logbook provided in each vehicle.
  • Notifies the Head of Office, Security Officer and Admin/Logistics Assistant immediately in accident situations, after checking that all persons involved are safe and follows the procedure for what to do in case of an accident.
  • Responsible for ensuring that CCCRN vehicles are clean at all times
  • Be familiar with, and ensure adherence to the policies and guidelines in the Vehicle Usage and Maintenance Manuals
  • Ensure that all travel planning procedures are followed by staff traveling in CCCRN vehicles and that all the relevant forms are completed
  • Complete the Motor Vehicle Monthly reports /Fuel Usage report and motor vehicle monthly
  • Maintenance report by the 1st of each month.
  • Ensure that vehicles are driven safely and in line with CCCRN procedures and regulations.
  • Any other duties as assigned from time to time by the Supervisor and Head of Office.

Qualifications and Skills

Job Title: Household Economic Strengthening / Nutrition Officer

Job Summary

  • Support the household economic strengthening (HES)/ Nutrition component of the ICHSSA 1 program.
  • S/he will assist in the development of assessment tools, analysis of household vulnerability assessment results and articulation of appropriate relevant interventions to address identified gaps
  • S/he will support the overall design, implementation, oversight, and reporting of the program’s Nutrition and HES activities, including design of behavior change and communication interventions and integration of nutrition interventions in the production and market components as well as livelihoods and resilience improvement interventions in the program.
  • S/he will support the CSO partners to provide HES interventions that is aligned with household economic vulnerability status and designed to improve household resilience to shocks, reduce food insecurity (access and availability) and facilitate household graduation from the ICHSSA program.

Specific Job Responsibilities
HES:

  • Support HES Advisor to implement a holistic HES strategy, appropriate to the local context that allows CCCRN to strengthen the capacity of their partner CSOs to provide high quality HES services to enrolled beneficiaries.
  • Support CSO partners to develop and implement capacity strengthening plans informed by a HES technical capacity assessment
  • Support tailored capacity building and mentorship to CSO partners HES Officers based on assessed capacity
  • Collaborate with the Agriculture institute to strengthen farm-based livelihoods and improve food access and availability among the households enrolled on the ICHSSA Project
  • Support collaboration with Case Management/Linkages Technical Team to ensure household care plans incorporate economic and food security considerations and promote graduation.
  • Participate during joint monitoring and supportive supervision visits with other member of the ICHSSA HES technical team to CSO to support high quality HES intervention implementation and ensure household care plan are promotive of graduation.
  • Support capacity building and mentorship to CSO partners with a focus on implementation and management of community-based savings groups, OVC-optimized financial education, market assessment and opportunity identification, value addition along identified value-chains based, entrepreneurship, and micro-enterprise management based on assessed IP capacity.

Nutrition:

  • Support the Nutrition Advisor to lead and provide technical assistance to State, LGA, and CSO teams on health and nutrition, with particular focus on development of effective methodologies to improve nutritional knowledge, attitudes and practices of Households.
  • Support the Nutrition Advisor to analyse the root causes of perennial malnutrition in project states.
  • Contribute to developing programme strategy in nutrition in consultation with the programme team and other stakeholders.
  • Contribute to development of behaviour change communications strategy for the programme and ensure technical resources required for implementation have been factored into work plans and budgets
  • Support CSOs in the assessment preparation and planning for implementation, of most vulnerable households
  • Support assessment preparation and planning for implementation, working in partnership with LGA authorities and health centres
  • In collaboration with LGA teams, plan sensitisation activities for targeted communities with focus on traditional leaders and other key stakeholders
  • Ensure prompt interventions in the management of identified malnourished children
  • Ensure timely collection, compilation and analysis of quality data as well as production of quantitative and qualitative reports regarding all health and nutrition activities in the State
  • Provide technical review of programme reports in line with M&E framework
  • Conduct regular technical monitoring of nutrition activities and document findings to inform improvements in programme implementation
  • Ensure regular communication and sharing of lessons learned and challenges with the management and partners to inform implementation and publications
  • Develop training plans for staff CSOs, Government officials and Health workers based on identified needs
  • Contribute to development and / or adaptation of training materials for programme staff and government officials and provide ongoing mentoring support
  • Participate in meetings, training and other assessment/events as required
  • Support strengthening of information flow between State and LGA 
  • Maintain good relationship with Government and non-Government partners working on Nutrition in the LGAs.
  • Perform other duties and tasks as determined by the Nutrition Advisor.

Qualification and Skills

  • Bachelor’s Degree in any relevant discipline, Master’s degree will an added advantage
  • Minimum of 5 years of progressively responsible experience in Nutrition and Household economic strengthening, particularly in managing community-based nutrition programming.
  • Demonstrated experience in nutrition policy research and policy advocacy coordination and support to both public and related civil society organizations is desired.
  • Demonstrated experience in the implementation and management of community-based savings groups, OVC-optimized financial education, market development strategies including agricultural value-chains, entrepreneurship, and micro-enterprise interventions.
  • Experience in designing and implementing nutrition sensitive agricultural, dietary diversity, and social and behavior change communication projects. Experience with food and equipment quality standards would be an added advantage.
  • Excellent verbal and oral communication skills, written and verbal fluency in English is highly desired.

Job Summary

  • The Care and Support /Gender Officer will support the Gender Adolescent Specialist to provide technical support to ensure the vision of the ICHSSA Project on OVC are cared for and protected in the household and communities and local and state government.
  • The Officer will provide technical support on ICHSSA Project and across local government areas in Bayelsa State
  • He/she will work closely with the Gender/Adolescent Specialist to ensure adolescents are enrolled and provided with HIV, OVC, Livelihoods, life skills and Sexual Reproductive Health services.  He/She will ensure that the services provided to Adolescents are appropriate, high quality, youth friendly and are provided in preparation for graduation. He/She will lead the identification of service providers and ensure that linkages to services are seamless.
  • Responsible for HIV care and support services for the OVC and their household
  • Coordinate with other stakeholders to ensure enrollment and provision of requisite services to all HIV subpopulations enrolled in the OVC project
  • Liaise with the treatment implementing partners to ensure all CLHIV are identified and enrolled in the OVC care
  • Ensure HIV Care service provision at the household is designed to demonstrate attribution to the 95 95 95 epidemic control goal of the treatment partners

Specific Job Responsibilities

  • Support in the conduct and analysis of the experiences, risks and challenges for children— girls and boys, including disabled children— in the targeted states/communities
  • Support the design and conduct gender assessments at regular intervals
  • Support to develop a gender mainstreaming plan and keep it up-to-date annually. The plan must include activities, indicators and means of verification, deadlines and resources for each activity;
  • Collaborate with other colleagues and CBO partners to ensure gender integration throughout the implementation of the project in accordance with the USAID donor policies / strategies and gender requirements;
  • Provide technical support to CBOs in raising awareness in target communities about the sexual risks adolescents
  • Support CBOs to facilitate general parenting practices that increase the likelihood that children will not engage in risky sexual behaviors;
  • Facilitate programs that improve parents’ ability to effectively communicate with their children about sexuality and sexual risk reduction;
  • Support CBOs to identify and address the difficult issues of Child Sexual Abuse (CSA) and GBV through culturally acceptable and age-appropriate content and highlighting the key role parents can play in protecting their children from CSA and GBV and responding to abuse.
  • Support CSOs to establish and strengthen referral mechanism and linkages between the communities and health facilities for ASRH and gender-based violence, including implementation of clinical pathway for treatment of sexual assault survivors;
  • Contribute to the documentation and dissemination of project efforts, achievements, lessons learned and innovations within CCCRN and to the larger Nigerian and global community, as appropriate;
  • Facilitate capacity development for partner CBOs, community volunteers, child protection committees and other key stakeholders on gender integration and child protection;
  • Provide regular supportive supervision to CBO staff to ensure the achievement of expected results;
  • Monitor and evaluate program performance on gender-related goals and objectives and contribute content for internal and external reporting
  • S/he is to provide technical guidance to ICHSSA 1 partner CSOs in the Implementation of technical program activities for community-based HIV Care and Support in ICHSSA 1 Program
  • Under the direction of the HIV Care and Support Advisor, collaborate closely with the ICHSSA team to roll out and implement an integrated and holistic community-based response to HIV /AIDs towards scaling up access to HIV prevention, HIV Testing Services and continuum of Care for vulnerable children and their caregivers
  • Provide technical input for the development of strategies, design and implementation of HIV Prevention / Care & Support activities by ICHSSA 1 project; ensure activities improve access to HIV prevention and care services amongst project beneficiaries and their caregivers.
  • Direct CSOs towards overall technical quality – including adherence to technical standards, best practices and donor guidelines for all HIV Prevention Care & Support activities of the project.
  • Support strategies towards ensuring that project activities are built on strong behavior change principles, and build the capacity of CSOs and relevant GON staff in effective implementation and monitoring.
  • Work with the Treatment partners and coordinate bidirectional patient referral from facility to community and vice versa.
  • Obtains patient line list regularly and ensure data synergy with the treatment partners along all custom indicators.
  • Lead the process of monitoring of quality HIV care at the household and ensure drug adherence, retention and viral load suppression
  • Document OVC project attribution to the care and treatment partner’s overall achievement along the 95 95 95 epidemic control cascade.
  • Work closely with the SMOH, SMWASD, SACA and HIV TWGs in Bayelsa state in identifying and capitalizing on leverage points for improved linkages and referral coordination at the community level and for Integration of HIV Prevention Care & Support elements into other OVC areas project activities and vice versa
  • Other duties assigned .

Qualifications and Skills

  • B.Sc in relevant Health related or Social Sciences field with a minimum of 5 years’ relevant experience in implementing HIV Prevention, Care and Support programs plus a technical experience with community level HIV prevention, Care & Support programs
  • Demonstrated ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles
  • Experience in supporting HIV Testing and Counselling programs in health facilities, mobile units and community outreaches
  • Good knowledge of Government of Nigeria HIV Care and Treatment guidelines (Pediatric &Adult) and experience working with Ministry of Health and other relevant entitles
  • Ability to work in a multi-cultural environment and establish harmonious and effective working relations both within and outside the organization.
  • Experience in designing, implementing, managing, and delivering results-based program /projects on gender and adolescence or any other cross cutting program, especially at country/field level, experience in emergency response is an asset.
  • Familiarity with PEPFAR-OVC programming and principles
  • Excellent English oral and written communication skills required
  • Excellent analytic, organizational and computer skills; skilled in MS Office including Word, Excel, Outlook and PowerPoint.

Required Travel:

  • To field locations in Nigeria. There may be occasional international travel to participate at relevant conferences, regional and global learning forums and conferences.
